How about having 2-3 controllers on duty for the "graveyard shift" and also have video cameras in the control tower to make sure that they don't sleep? I mean, come on, common sense FAA. But nobody wants to look @ simple solutions, they want to make everything harder on themselves & the company...
On the job napping, as long as there is an effective alert back to duty. Doesn't matter how well-rested you are, if you are in a boring environment you are going to nod off.
