The is no such thing as zero probability. Logic in Congress merely approaches it.

But in all seriousness. It is a very good thing this issue is being moved forward. Being fit to fly is a day by day issue, not a once every 5 years. I fully believe you should have an expanded medical exam as your first exam, but after that, it is mostly up to the pilot to determine if he is safe (with exceptions of course).
