Been out of the game for a while but isn’t the minimum sector altitude at at Hong Kong based on the IAF “TD” and not the airport? So approaching from the E the aircraft could not descend below 4500’ until established on course at 14.1 nm ILSDME. One would wonder if 25R was selected and with RIVER waypoint only 1.5 nm away the aircraft would not have turned inbound yet. Experience dictates a false loc as prior to centreline not after but I may be wrong?
